dual eth port settings being overridden?

i have a dual nic machine with each port assigned a static IP belonging to different LAN's. when the machine is rebooted the eth port with the lan address nat'd to a public ip is non-responsive (no pinging or ssh). when i go into the network panel in gnome and press activate (it shows active already and I dont have to deactivate it, just click activate) everything is honky dorry. Does this sound familiar to anyone? happening on both FC5 and FC6 machines.

I am guessing both nics both gateways set. You can really only have one active gateway. I would say if you leave the other deactivaed it would work on boot but the other nic is down.

Is this a router setup you are doing. You have eth0 set to a public IP and eth1 to a non-routable IP. Then you are using Nat between the two. If so then do not set a gateway on the lan side IP. Masquerade handles the routing with ip_forward.
