Unhappy downloading specific files stalls

I don't know if this is a linux-specific question but here it is:

When I try to download specific files (with http or ftp), the downloads stall. I have tried Mozilla, Konqueror, kget/wget and ftp on the command line. I'm probably not making much sense, so here's an example:

I can't download ftp://ftp.oregonstate.edu/pub/suse/s...34-70.i586.rpm
it always stalls at 7% complete, no matter which program i use. I also can't download the same file from any other SuSE mirror. On the other hand, i can download many other files from the ftp.oregonstate.edu mirror:
ftp://ftp.oregonstate.edu/pub/suse/s...4-239.i586.rpm works fine

ftp://ftp.oregonstate.edu/pub/suse/s....1-84.i586.rpm doesn't work -- stalls at 3% every time

ftp://ftp.oregonstate.edu/pub/suse/s...8-142.i586.rpm doesn't work --stalls at 0% every time

ftp://ftp.oregonstate.edu/pub/suse/s....6-96.i586.rpm does

other mirrors i've tried:

ftp://mirrors.usc.edu/
ftp://chuck.ucs.indiana.edu/
ftp://ftp.rpmfind.net/
ftp://distro.ibiblio.org/
and some others i don't remember

I haven't been able to find any pattern in which files work and which don't. I contacted my ISP's technical support (webone.com.au) and the files downloaded fine for them, so they automatically assumed i was some sort of idiot.

As you can imagine, this problem makes online updates very frustrating indeed, so if you can help in any way, i will be eternally grateful.

Thanks,
Joe
