DOS based configuration programs

I understand that you typically don't need DOS installed to run a DOS based configuration program. You can usually just boot a DOS floppy disk and run them from the supplied floppy disk, however when I try this I get a message saying binary is not executable - any suggestions

I am trying to use a DOS based program (rset8019) to determine the current settings of my network card (RTL8019 AS) in an effort to find out why my network card is not detected by RedHat 7.0. I have since solved the problem. Thanks for all your big help any way
