Sounds like a problem with the XP / Win2K hosts them selves and not DNS or DHCP..
Frst try opening Task Manager, unplugging and plugging back in the cable.. see if any process spikes up.
If not, then rebuild the TCP/IP stack, and the WINS stack.
for XP TCP/IP try:
netsh int ip reset c:\ipreset.txt
netsh winsock reset
Reboot and check
Run and TADA..
