DNS Nameservers not rotated


Hello,
Ubuntu 12.04
With the following in resolv.conf:

===============
search test.foo.com foo.com
options rotate
options timeout:1
nameserver 10.0.70.11 #test.foo.com
nameserver 10.0.1.22 #foo.com
===============

Anything in 10.0.70.11 is ignored unless it is the only nameserver listed.
This configuration was working a few days ago and now it will not.

Any suggestions?

How are you checking to see which nameserver is being used?

Confirm the DNS servers are even working:

Code:
dig -x 10.0.70.11
dig -x 10.0.1.22

dig -t ns test.foo.com
dig -t ns foo.com

Confirm with tcpdump

Code:
tcpdump -i eth0  port 53
You should see it rotate from when you query a host from 10.0.70.11 or 10.0.1.22 domains.

They're working. That's how I could spot the irregularity.
I have different servers on each DNS.
