Displaying Non-Roman characters with Apache

I need to display some text written in Old English and in the future Japanese on my apache server, but on some of the characters in Old English, all I'm getting is garbeled stuff. I think that the characters I need to use are unicode characters. How can I get support for these characters into apache?
