DHCPD with static IP is changing itself

Hello all,
My linux box is setup as my DHCPD server. It is assigned a static IP of 192.168.2.1. I start the network and the IP is assigned. After about 4 min the same box acts like a host and asks itself for an IP add. DHCPD gives it one and now I no longer have a static 192.168.2.1 but 192.168.2.91 which is in the range set in the cinfig file. Of course this causes NW problems. Why does my server think its a client after about 4 min? What is the trigger that causes it to ask for an IP? I have donsome trouble shooting and I know the ARP request is coming from my server to itself and it is reassiging the IP add.

Jerry
