Defining a port in /etc/services

Defining a port in /etc/services, would that enable the port in the server to listen from other servers ?

My OS is RHEL 4

no, not at all. what are you actually trying to achieve? You can't just start magically listening on a port. what is meant to happen to it? you open a port by starting a program which listens on that port, e.g. apache on port 80.
