Default route not being added on boot - FC5

Apologies if this ends up being a double post. I thought I had posted this earlier but it didn't seem to work. I'm hoping someone may have an idea about this situation. I have a server running Fedora Core 5, Kernel 2.6.16 that functions as a router and firewall running Shorewall version 3.0.6. It has an external static IP address on one network interface, and an internal IP as the gateway on another network interface. The problem we are having is that whenver the server is rebooted, the default route is not added to the route table. Once we add it in manually, everything works fine.

"111.222.333.93" is the IP address of the dsl modem that connects to the external interface of the router. Please let me know if more information can be provided. Any ideas on what could be the cause of this issue would be a great help.
