[root@e RPMS]# /etc/init.d/sendmail start
Starting sendmail: sendmail: usage: sendmail [ -t ] [ -fsender ] [ -Fname ] [ -bp ] [ -bs ] [ arg ... ]
[FAILED]

log says,

Feb 16 11:20:45 e sendmail: sendmail: usage: sendmail [ -t ] [ -fsender ] [ -Fname ] [ -bp ] [ -bs ] [ arg ... ]
Feb 16 11:20:45 e sendmail: sendmail startup failed

This is due probably to a bad written start-up script. Take a look at the /etc/init.d/sendmail to see what options are invoked when you run it with the "start" option.

You don't say in your profile what distro you are running, but you might try "service sendmail start" at the prompt (quotation marks mine).
