And are we supposed to guess as to what you're talking about? You provide NO DETAILS at all...version/district of linux, what you're trying to do, what you've done so far, versions over software, etc. Provide details or you can't get help.
I'm using redhat linux el5 32bit, i'm using squid proxy server, using chpassword notworking.
this is problem Could not open passwd file: /etc/squid/hpasswd
Several things come to mind.
You're using Red Hat Enterprise...are you PAYING FOR IT??? RHEL is NOT free. If you're not paying, you have NOT applied any of the patches/bugfixes that may relate to whatever problem you're having.
What version of 5? Only 5.1x is still supported, and that support will end very soon.
Version of Squid?
How you installed Squid?
Are you running the command as root?
If you're not paying for RHEL, you need to either PAY, or use CentOS instead. If you go the CentOS route, install the latest 32bit version (6.x), and apply the updates/patches. RHEL5, in an unpatched/unsupported state is VERY insecure at this point. And since you're not providing all the details (still), I can only assume you mean you're using the chpasswd.cgi script, right? That program hasn't been updated since 2009, is five years out of date, and if you don't install it correctly, it won't work.

You need to read the LQ Rules, please. Open new threads for new questions, and when you DO open a thread, you need to provide complete DETAILS. Also, this is not the place to come to get people to write scripts for you....if you're having problems with a script, post what YOU have written/tried, and tell us where you're stuck.
Otherwise, there are MANY bash-scripting tutorials you can find. You can also look at the EXISTING scripts, and start there. Since you've never posted a follow-up to your ORIGINAL question, if you want help, you're going to have to RESPOND to things clearly.
