A little more info would be helpful here...

Ok, how many users are on your network.

Where do you want to control the bandwidth, out to the internet?

Do you have sole control over this network, and are you able to put a box in line with your default gateway?

What type of equipment do you have to work with?

Are you looking to build something, or are you looking for someone to say "go here and download this magical utility"?

there are some solution to control bandwidth per user ( IP)
you can using tc if you are advance user for more about tc ( traffic control packet on linux ) you can find Linux advanced Routing & Traffic Control HOW-TO on Internet via searching google ,
the second similar using cbq or HTB script on linux to manage your bandwidth , that you can find more about this two package using search on google ,

good luck
