connecting to internet via cellphone and laptop


I am trying to get a Motorola 120t cell phone with usb adapter connected to the laptop to dial in to an earthlink account. I get "no carrier". Is this type of connection even possible, or do you need a special account or type of isp service to be able to surf the net using a laptop and a cell phone? Thanks
