Connect ( ) hangs for 3 to reduce it

HI friends,
In my sample program on Linux OS. I am trying to connect one server,if i give windows PC's IP address,where Server program is not running. My program hangs..upto..3 minutes..and after 3 minutes once again try to that..Windows PC..but i want to reduce that time .
How can i acheive ..this desire...

please provide..inputs...

'man connect' says (among other things) this:
