client cannot access VPN network

help
how to serve 200 client from eth0(192.168.1.0) can access 10.169.70.100 via eth1 connected to server with VPN router. eth1 only support 30 client(255.255.255.224) with static ip configuration on client pc(10.169.70.XXx). plz help.
before this dhcp relayed via eth0 but cannot access VPN (internet only)
client have to configure static ip to access VPN network but limited only 30 client, but still can connect to internet with DNS1&2 configured.
the problem is how to serve all 200 client from eth0 can access VPN router(https) and internet.
