Question CBQ upload shaping

Well I'm using cbq.init-v0.7.3, but it seems that my upload shape doesn't work...
here are my configurations:

internet <----> eth0(linux)eth1 <---> localnet

cbq-400.internet-client
Quote:
DEVICE=eth1,100Mbit,10Mbit
RATE=400Kbit
WEIGHT=40Kbit
PRIO=5
RULE=192.168.10.3
cbq-02.client-internet
Quote:
DEVICE=eth0,100Mbit,10Mbit
RATE=16Kbit
WEIGHT=1Kbit
PRIO=5
RULE=192.168.10.3,
The download shape is working, but when the client machine is uploading somewhere on internet, it's uploading with full speed not with 16Kbit
Can anyone help me ?
I'll be thankful!
