Can't log in to 'localhost'

I can't seem to use a browser to go http://localhost/ or 127.0.0.1 either. I am trying to use CUPS but cant get there. The actual address I'm trying is http://localhost:631 Everything works on the network otherwise. Why can't I get there?

Do you have the cups server running? Try using your distributions RC scripts to start the server, and then attempt the connection again.

Yes, started and restarted CUPS.
In my host file i had ::1 localhost.localdomain localhost
instead of 127.0.0.1 . I changed it , but still not working yet.

EDIT: Correction, just restarted CUPS AGAIN and its working
*shrug* Thanks for the input
