Can Samba send DNS update on startup?

I have a static IP Linux host participating on a Windows network, joined to their Win2003 domain.

I'd like to have my Samba update their Windows DNS on Samba startup/shutdown like a typical Windows pc would do. Is this possible and what is the magic tweak?

Do you mean dns, netbios name resolution (broadcast) or wins? Updating dns would be complicated and netbios is done automatically (provided the right workgroup is set). For wins (likely if you have a domain):

if you are actually trying to update the AD dDNS host entry for your machine take a look at nsupdate or nsupdate-gss
