Well first of all, what does this have to do with security?
Second, well, if your wanting to telnet to your school's or home's web site to update, first I would recommend to use ssh instead, its more secure as telnet isn't. And the network you are on should not have either 22 or 23 blocked, or vice versa. If your not sure, why not ask your school's admin if this is possible however or whatever your trying to accomplish.
