Can't get pppd to stop redialing


When I am unable to logon to my ISP, pppd keeps redialing. Does anyone know how to stop this?

Here's my /etc/ppp/options file:
lock
defaultroute
usepeerdns
idle 300
noipdefault
# Added next 2 options as attempt to stop redialing - did not work
nopersist
maxfail 1

Here's what I see in /var/log/messages: (this is the part that loops)

Jul 9 08:02:31 testsys pppd[20792]: Connection terminated.
Jul 9 08:02:32 testsys pppd[20792]: Exit.
Jul 9 08:02:32 testsys pppd[20803]: pppd 2.4.1 started by root, uid 0
Jul 9 08:02:32 testsys ifup-ppp: pppd started for ppp0 on /dev/ttyD3 at 115200
