Broadcasting through TCP based Server


I am not well versed in networks,
I want to understand whether broadcasting is possible through a TCP based Server? If yes, then what are the complications?

I searched Google and found this: http://www.comptechdoc.org/independe...adcasting.html

It said

Under what scenario you are raising this question?

With TCP; Broadcasting is possible and that is how the functions are defined. Kindly explain your situation bit in-depth.

I have a TCP server which needs to broadcast a particular message after a fixed interval to all its clients.

With in this abstract I can't help you to get a solution, give me the name of the application or tell me for what purpose you are using the TCP server to broadcast to the client. Say For Example like (HA,LB cluster)
