try -udp and -tcp

could move it to prerouting too

delete the chains

and try
ipchains -t nat -A PREROUTING

ipchains -A FORWARD -p tcp -s 192.168.66.158 --dport 1863 -j DROP

i dunno if --dport works on ipchains... ipchains is soooo old
