Bandwitdh limiting


I've got a router setup with Redhat 9 using iptables that work great and i can limit down load just fine using cbq and it script
but i can't get it to limit the upload's right

the downloads are limited in to groups 100k and 200k by there ips
i want to do the same with there uploads but i eather set them all to the same speed or don't limit them at all
eth1 is the local nic
eth2 is my isp

download
DEVICE=eth1,100Mbit,10Mbit
RATE=100Kbit
WEIGHT=10Kbit
PRIO=4
RULE=192.168.0.53
RULE=192.168.0.102
RULE=192.168.0.103

the same is with the 200k script
this works the way i want it to
if some one can give me a hand with the upload script

DEVICE=eth0,10Mbit,1Mbit
RATE=200Kbit
WEIGHT=10Kbit
PRIO=4
RULE=my isp ip,

that limit all traffic to 200k but i can't have all my traffic limited to that speed
some ip's need to be open and other need to be limited 100k and 200k
