Bandwidth Management(variable)
 
Hi,
Am currently looking for a bandwith management utility that will manage bandwidth for users in a non-dedicated way.

Here is a perfect scenario:

If I have a 512kbps link with 100 users,I want each user to be assigned 5.12kbps and when 90 of the users disconnect from the network,the remaining 10 users be assigned 51.2kbps dynamically.

Any advice on how to go about with this and directions to HOWTOS will be highly appreciated.

That sounds like a good way to piss off 100 people. I hope everybody is using lynx because it is going to take some patience to load up a web page on firefox at 5.12kbs. This can be accomplished, take a look at tc for traffic shaping. Take a look at setting up a squid server with delay pools if you only want to traffic shape your http traffic.

I really used 512kbps with 100 users for a mare example but I want something that would work the same way if those were conditions.
Al look at tc bt I don know if it will to do so rationally and dynamically - I dont want to assign fixed bandwidth to users bt I want them to equally share the bandwidth available at any particular minute.
Al think about using squid coz I don want to limit only http traffic.
