bandwidth control


A few days ago a conversation with a friend made me think about a problem I never faced before: lets suppose I have a 1Mbit link, and I must split that channel among several IPs assigning each one a fixed bandwith, 128kbit for one, 256kbit for other, and so on. Then I noticed that I wasnt sure about how to deal with that, mostly because I dont know how if traffic shapping solutions can handle the download traffic. And of course, this should be implemented with linux, no extra specialized hardware can be involved in this. How do I manage this situation?
