1) if you want to limit bandwidth for browsing you can use the squid "delay pool" feature

e.g. squid.conf ....

########Delay Pools#########
# a simple global throttle, users sharing 256 Kbit/s
delay_pools 1
delay_class 1 1
# 256 Kbit/s fill rate, 1024 Kbit/s reserve
delay_parameters 1 32000/128000
acl All src 0/0
delay_access 1 allow All

2) if you want to limit http server download speed you can use apache mod_bandwidth

e.g. httpd.conf

#################
BandWidthModule on

<Directory/>
BandWidth localhost 0
BandWidth friends.com 1024
BandWidth 10. 128
BandWidth all 512
</Directory>
