Lets assume one is wireless on 2 OS and on 3rd just installed is not on line but is in multiple boot.
Can one as an example in Ubuntu install fwcutter and it work for that off line installation
which by way may have other wireless challenges. Its Dreamlinux 3.5

Not entirely sure I follow you, but in general, each install of an OS on a multiple boot machine is going to be its own island. So while fwcutter may be installed on one of the OSs, the others likely can't see it. Unless, of course, you mount the partition containing fwcutter on the new OS install.
