Apache2 Server - not working outside local ip address range


Basically I am trying to get an Apache server running on my computer to share files with other people in my college. My ip address (dynamically generated whenever I connect to the network) is in the form 163.1.146.XXX.
It seems that when I start an Apache server it works fine for all other computers that have the form 163.1.146.XXX as their ip. It works connecting to localhost as well. But when I try to connect from outside the college or from a computer the other side of college that has the address 163.1.147.XXX it doesn't work.
What can I do to fix this?

Additionally, I can SSH in to my computer from the same places I can access my server from but nowhere else.

Some other info: I am running Fedora Core 2.

You will have an upstream router/gateway device that's your access to the wider Internet.

This address needs to be entered as your default gateway..

Do route to print your routing table..
and route add default gw 163.1.146.XXX to add it..

Thanks for the help but I still haven't sorted it out.

Ok...here is the outpute of the route command:

Kernel IP routing table
Destination Gateway Genmask Flags Metric Ref Use Iface
163.1.146.0 * 255.255.254.0 U 0 0 0 eth1
169.254.0.0 * 255.255.0.0 U 0 0 0 eth1
127.0.0.0 * 255.0.0.0 U 0 0 0 lo
default cerberus.oriel. 0.0.0.0 UG 0 0 0 eth1

You said ente "route add default gw 163.1.146.XXX"
I'm not sure what you mean, change the XXX so it is the same as my ip address?
