Icecast is the sending equipment, compare it to the radio sending station and antenna.
Icecast needs something to send, this can be several different programs and applications, they play music and send the output to the icecast server. Have a look at icecast.org and look under 3rd party apps.

If your trying to access your webserver from outside be sure to configure your router or modem to allow port forwarding. If you dont configure your router to open the port you want to run the web server on , you will never be able to acccess the server from outside.
