Question Admin Message from Linux to Win

I´m running an UPS with an Linux Server and want to configure an automatic Admin Message in case of a powerfail event.
What is a good way to do this? Via eMail or it is possible to send a direct message to the Computer of the Admin like "net send"?

Thanks.
