adding ip to server

I recently rented a web server. they sold me 4 ips.
out of which one is currently used by plesk, which is web server control panel.
Now i cannot ping other ips ... which means they are not resolving to the server. I dont want to add them through plesk and want to use them seperately on the server.

So i wanted to ask that if i am correct in above statment that if i cannot ping the ip, ip is not assigned to the server currently.

and secondly how can i add ips to my server ?

So is it not there part to set this up for you?

It all depends on how the IPs are assigned as to what you can do. For the most part they are setup as IP Aliasing. The main nic is none as usually etho. Then the addtional IPs can be setup on the same nic but as eth0:0 for the first, eth0:1 for the second and so on.
