Add users remotely, daemon?

I am looking for a way to add users to a remote machine. I do not want to have to ssh to the machine and then add the user. I was wondering if anyone knows of a daemon that I could run that would give me that functionality. If anyone has any ideas please let me know.

you could use rdist or rsync to "send" a new /etc/passwd files but no big deal.

what's wrong with SSH?
