A good network traffic analyzer?

Greetings,
We are running two networks: one of them has extremely slowed down, the other one is slow after 6, but excellent until then. The ISP people are saying "we'll look right into it" and never call back.
We need to set up a network bandwidth analyzer that can display who and when is using how much.
Does anyone know of a good, graphical network analyzer?

Etherape looks very nice, but doesn't display the timeline.

Any help is much appreciated!
