50% fair connection sharing!

HI I need to share a 512K internet line with my frined, on a fair 50% basis, so that he always has 256K and me also 256K. How to do this using Linux? TC , IPTABLES ?
Give me a hint, help.

Broadband router, cable modem, modem to one machine and then shared to the other via ethernet, two tin cans and a piece of string?

We'll need more information before we can suggest solutions.

look into CBQ. this will allow a linux machine acting as a gateway to control bandwidth usage to and from certain subnets / IP addresses / network interfaces / port ranges pretty accurately.
