Android, assuming you use an AOSP ROM and Tor, with no SIM.

As the OP shows a location in Australia, then this ASD page has a section on mobile products. http://www.asd.gov.au/infosec/epl/index.php

Potentially, even those can be hacked.

This debate is waste for now.

See, even desktops are not safe.

Use some military grade system(software+hardware). No one would give you. And you can't get it also.

Secure is relative

The state department only approves blackberry, connected only to their BES servers, and with their package and use restrictions.

The President likes Android, and we have people who love iPhones, but they do not meet the standard.

The lesson here, is if you are not the President (and perhaps even if you are) there is NO secure mobile phone. Period.

Obama was made a very special blackberry.

Android is the most hacked OS in history. Google has admitted to over a million flaws.

I'm pretty sure no OS is secure, no device is secure.

As to how much a government needs to be secure is also a matter of unknown.

Crooks and country sponsored chumps have proven that they can generally get into any system given half a chance.

Interesting question: would the NSA have a secret back door to the President's telephone as well?
