Question USB Power Issues


I have an Acer Travelmate 2413LCi with an Intel 915GME chipset. I am running a Linux from scratch kernel 2.6.8. Any USB powered device I try and run will only power up and be seen by linux on a reboot. They won't power up on a cold boot. I've tried setting some appending some apic settings in lilo.conf, but I haven't figured the right combination yet. Any ideas are greatly appreciated!

Do you have hotplug on that system?
