Top & bottom panel disappearing when clicking on the user/shut down button?
 
Here we go again:

I have a Dell Mini n Series, I am running Ubuntu 8.04. I recently noticed that the top & bottom panel disappear when I click on the user log on/off icon (in my case is a stick figure running). I have tried to right click on the icon & click the "lock to panel" option. This has not helped. Has anyone had any similar kind of issue? Any help would be appreciated. Thank You.

Never had this issue. When you logout you should be taken to the login screen. After you re-login. Is that when your taskbars disappear?

No, Sir. The icon I'm referring to is the one on the top panel that is the very last icon on the right hand side. Mine is a green stick figure that appears to be running. When I could click on it it would give me the options to log out, restart, shut down, suspend, switch user or lock the screen. Now, however, when I click that icon it makes the top & bottom panels disappear completely. I realise what I'm saying sounds confusing but I don't know of any other way to describe it?

Maybe the panel got damaged by an unsuccessful upgrade. Two things that may work:
go to your home directory, press Ctrl + H, look for .gconf.d. It should contain a file called "saved state". Delete it, press Ctrl + H, log out and log in again.
If that didn't help, try a reinstall of the panel. Just open a terminal and enter the command:
sudo aptitude reinstall gnome-panel (ENTER)
