The latest Fedora is 17, so you've installed an old version. Best suggestion would be to install the latest version of Fedora, since it has support for more hardware, and may let you get around problems.
And if you're a college student, doing basic research on your own should be something you do already, as allend pointed out. Also, asking folks to send you 'step-by-step' instructions is fairly rude; the research you do on a problem will tell you the steps to take. You only say a "usb dongle"...but don't tell us what KIND of USB dongle. Without details we can't help you.
Chances are, all you should have to do is run usb_modeswitch, which will 'flip' the device from a CD-ROM device to a modem. From there, you can use whatever network manager you're running (you don't tell us what desktop GUI you're using either), to set up your connection.
