How does it show that? What's the exact output you get?
Here's what I experience with FC2 on a Dell Laptop.
Initially,
cardctl ident gives this error:

First I need to
modprobe yenta-socket -- maybe compiled this into your kernel and don't need to insert modules. Now I get:

Next I need to run
cardmgr which replies,

It's true, there are no cards in either slot. It seems that socket 2 is some internal, permanently installed card. Maybe a wireless network card? I never got it to work.
BTW, yenta-socket used to be inserted automatically, and cardmgr, which runs at boot, succeeded, so I didn't have to do any of this manually. I don't know how I broke it. I posted about this
before.
