gnome panel position with dual monitors

I have a laptop with a dual monitor setup. One of my challenges is that my Laptop monitor has higher resolution than my external monitor. When I connect the external monitor, my desktop extends across both screens like I would expect it to.

Problem is, my gnome panels extend across both screens. I do not have my panels set to "expand". I want the panels to stay local to my laptop screen. I found this site that discusses using gconf-editor to manage panel position.

However, when I use it, it resets itself back to 0.

Has anyone seen this before? Is there any way I can configure gnome to NOT stretch my panel across both screens?
