Double quote character messed up on my linux fedore 9

Hello,

for some reason double quote character is replaced with this(¨). To show the difference, this is the actual double quote character copied and pasted from some where else ("). My problem is similar to the one reported here : http://user.services.openoffice.org/...st=0&sk=t&sd=a
My problem, however, is every where and is not just related to open office.

anyone can help?
