Device or resource busy error


I am using Linux (Fedora Core 3 and SUSE10.0) on my laptop (compaq presario M2202TU). Ethernet card is not getting activated.
When i try to avtivate it it is showing error message : " SIOCSIFFLAGS : Device or resource busy"

what should i do?

Maybe its trying to get an IP address or other information.
