I'm trying to develop a kind of QoS system for the memory in Linux for an university project, I could not find anything in this direction searching in the web and mail lists but maybe there exist something yet implemented or an starting project that can help me.
If this is the case and anybody of you know about it, can you please give me any hint. I'm a bit lost in this field.
I'm looking for, if exists some thing/application/kernel patch to garantize a quota or % of memory for one user. When this user needs the memory for some proces, he always have a quota or % of memory.

That's why I pointed you to the Xen kernel code; it will show you how to accomplish that. If you are looking for a finished product that will satisfy the requirements of your project, I can guarantee that you won't find it.
There is development to provide this in the mainline kernel - amongst other things.
