You need to be running an X session in oder to use "make xconfig". If you are using the CLI, try using "make menuconfig".

The xconfig target seeks to build and then run a swifty-looking Linux configuration-helper that uses X-Windows (a GUI).

The menuconfig target seeks to build and then run a terminal-oriented ("curses"...) version. It also is a GUI, in the sense that it uses windows and pop-ups, but it's entirely based on the terminal (command-line) environment.

Both programs ultimately do the same thing.
