Well first, the kernel by itself is not an operating system---it needs other utilities before it can do **anything**. Most notably, it needs an "init" program---which in most distros is called init.

What else is installed besides the kernel?

what I said has nothing to do with the boot loader...

The boot loader calls the kernel.

The (Linux) kernel typically calls a program named "init", but I assume this can be changed.

The main point is that you need to install more than just the kernel to have a complete operating system.
