Do you want to compile it yourself or is it OK to just copy the needed files from an existing distribution?

Then your best option is to follow the LFS project to the point that you have the system in a state you want: http://www.linuxfromscratch.org/lfs/

If it doesn't have to be Bash (in many cases Busybox will provide what you need) you might also want to have a look at the Slitaz Scratchbook: http://www.slitaz.org/en/doc/scratchbook/
