Do all Linux distributions impelment process capabilities for security?


I was reading the book Understanding the Linux Kernel 3rd Edition and the author makes the statement that...

The POSIX.1e draftnow withdrawnintroduced another model of process credentials
based on the notion of capabilities. The Linux kernel supports POSIX
capabilities, although most Linux distributions do not make use of them. (page 812)

Do most of the current (kernel 3.13 - 4.0+) Linux distributions skip using process capabilities for security or is this just a statement the author made based on usage at the time the book was written?

It seems after light searching capabilities are not widely used in general (not just in Linux). Here's an interesting stack overflow post I read on the topic.
