conditional syntax problem in kernel makefile

Good day. Could you please explain me how if processed in next statement.
in GNU Make tutorial I didn't met such conditional syntax.

if_changed_rule = \
$(if $(strip $(any-prereq) $(arg-check) ),@set -e; $(rule_$(1)))
