Redhat 9 (Shrike) is capable of reading / writing to FAT32 partitions. However, the installer does not automatically setup a mount point (directory) and an entry to the /etc/fstab file.

BTW RH 9 is an old distribution, no longer being supported by Redhat and you would be better off with Fedora or mandriva. Post your hardware specifications.
For IDEs drives
You need to determine what drive / partition that you want to access.
/dev/hda - 1st controller master
/dev/hdb - 1st controller slave
/dev/hdc - 2nd controller master
and so no.
The output of the following console command will show you how your drives are partitioned:
fdisk -l (that is a small L) (you need to be root to use this command)
Create a mount point using the mkdir command
mkdir /mnt/win_c
Add and entry to the /etc/fstab file
/dev/hda1 /mnt/win_c vfat umask=000,users 0 0
To mount the drive manually.
mount -t vfat /dev/hda1 /mnt/win_c
Explaining everything in detail could take awhile so post the ouput of the fdisk command, search for answers and ask what you do not understand.
