As far as the best sound card, this basically boils down to a personal opinion. There are a lot of good sound cards compatible with Linux, is just a matter of how much video memory you want, what extra bells and whistles you want to put to your system etc..
I personally like nVidia cards, some other people like Voodoo, as I said, the best sound card is yet to come.

having said that, my suggestion is go to the HCL (Hardware Compatibility List) for your distro and see what they have on their listing. Last thing you want to do is get a really good card that is not supported. Make sure that there are drivers available for it, and get at least 32Mb video memory ( this is may personal opinion) I've had problems in the past with less than 32Mb even though the Minimum can be listed as low as 8Mb. Not sure if you bought the CD (to install Linux) or you downloaded Mandy, either way the doc comes with Hardware lists. I don't know my video card model by heart, but I know is an nVidia with 32Mb. No problems getting it to work.

i thought he was wanting to know about sound cards.. not video cards..
your best sound card that is probably commpatible with almost all linux distro's would probably be the soundblaster live.. or something along those lines.
